K7501 no power

I am learning, thank you all for your help! This forum is awesome!!! I am following the flow chart for the K7501. I am getting 170V at TP202, (Too High is what that says) I have inspected board and see no cracks and I changed capacitor C107 when I did the cap kit.. I am getting 170V at Q704 (collector) as well. So I check the U701, it says pin 10 should e 9V, which is pin 10? L or R, top or bottom lookng at the board? The top right hand pin gave me 9V, the bottom left hand pin gave me 6V, top left 13V, I don't know which to believe.
 
I don't know about all that stuff. is TP202 the B+ test point? I think on the K7500 you want the B+ to be at 118-119V

if it hasn't be recapped in awhile, I'd do that first, then start tinkering with B+ adjustments, unless there's something else I'm missing. I had a K7500 that would shut off intermittently. turned out after capping, the B+ was a little teeny tiny bit off.

of course, mine was globbed in tons of that epoxy. it was a total mess. I actually broke the B+ on it and had to change it with another one.
