K7193 problem

I have a wells gardner k7193 monitor the screen just shows a light blue color over the entire area. I can very slightly see in the background the proper video is also being displayed. Any ideas where to look for a problem like this? Thanks
 
Adjust the pots on the neck board for RGB color gain and cutoff so you can tell whats on the screen. Enter the test menu on the game (whatever it is) and bring up the color check test and fiddle with those pots again to see if you can get the correct colors dialed in. The test screen usually says the color in writing and shows it (in case one color is missing you know what it should be). If you cannot get the correct colors adjusted correctly you have chassis problems.
 
I had a over blue picture on a P538 Chassis the other day
The cathode voltage on KB was around 38v's and KG,KR were around 60-70v's
Adjusting the Blue cutoff or blue drive, made no difference in picture.
The output of Ic1 pin17 was high,comparing to the pins 19,21.the G,R.
Replacing the Ic UPC1397C fix it.
Ofcorase try to turn down the Blue Drive pot first.
If no change check IC.
I thought heater to cathode short at first..
But I was using my bench test tube,so i knew
it wasn't that. Good Luck!
