K7000 w/ a short arcross the AC lines

I have a K7000 in shutdown. After changing a bunch of stuff out for new parts, I noticed that there is a short across the AC lines coming in. I couldn't find anything in the diode section that is bad.

What else could be shorted out that would cause this and then not blow fuses when plugged in.

thanks for any direction on where to look.
 
verify that C, 55, 56, 57, 23 are not shorted.
verify that R 96, 97, 101, are solderd and have continuity.
verify that the positive side of C23 has continuity from R101 to J21.

also make sure VR8 is good and your voltage regulator is soldered in good.

if you don't find any thing wrong pull one side of D10 and see if it comes to life if it does you may have a bad voltage regulator.

i have found that those are common problems that will keep it in shut down and not blow the fuse.
