K7000 rolling/wavy on one side of monitor

I picked up a Big Buck Hunter with a 7191 monitor in it and the left side of the screen is dark greyish and it is wavy or rolling.

I originally thought, no problem, cap kit and it will be good but last night I was playing with the control board and when I move shift the image horizontally the wavy part of the monitor stays in the same place and doesn't change. Is it more likely that the problem is the actual tube?

Sorry I don't have any pictures.
 
I really doubt that it is the tube, more likely it is a HV problem. Is the flyback the original one that shipped with the chassis (identified by white knobs on the flyback)?

sounds like the 47uf 160volt cap or in the regulator area. Either the 22uf cap or the regulator itself.
 
Make sure no A/C or Refrigerators are plugged in on the same circuit. I had a wavy screen and just plugging the Arcade in a different socket stopped the issue.
 
No time machine. Just retired and don't need to make a lot on repairs. Now just trying to pass on savings and still make some money for a Boss 302 Mustang restoration.
