K7000, replaced flyback, have no neck glow

So, we got this game that was playing blind because the flyback was arcing all over the place. I did a flyback and caps and now I have no neck glow.

I've been troubleshooting that (tested VR, HOT, touched up a ton of joints) and found some possible bridging, so I made sure that was taken care of, which brings me to my question...

Tested the voltage at R103 and it was 0. tested it at the neckboard and it was 0. (this would be the heater voltage, can't remember the pins, but I had it right because you can't miss it). So I started checking continuity and found that the pin from the neckboard connector that supplies the heater voltage has continuity with the pin next to it. Also, on the chassis, those pins have continuity. After staring at it way too long, I realized that it's the flyback that is providing the continuity between those two pins.

Should there be continuity between those two pins on the flyback? I have a picture to indicate which two I'm talking about.

It's probably fine, but I'm just liiking to clarify. I haven't had a chance to plug it back in after a possible solder bridge cleanup, so this is a just in case that maybe the fly's bad.

Oh, forgot..

tested the B+ from the neckboard (easiest place to get to) and if I recall correctly, it was something like 163V, which would indicate shutdown.

I did test the VR, but I'll pull it and test it again (and inspect it for replacement). I have a C36 from Bob that I ordered for another monitor that I never replaced, so I may just go ahead and do that too.

It's not blowing fuses, I get a crackle of HV when I fire it up, but not much (if anything) if I discharge it.

I have some more stuff to do to it I guess before I go asking questions!
 
Replace the B+ regulator with the same exact part number as what's in it now. Remember, the K7000 used 4 different regulators during the production run.

MCM Electronics stocks all 4 of those.

There needs to be a mica insulator between the regulator and the aluminum bracket it bolts to. Don't forget the silicone heat sink grease too.

I would just order it today so I had it on Saturday!

I left the paper at home this morning with all my stuff written on it.
