K7000 no neck glow

Hi all have a K7000 that was dead when i got it. put in a cap kit, voltage regulator, Fly and HOT. (parts have to come a long way).
this is what i know.I have 117.7v and 163v at R301. I have static when i power up.
am i correct in saying the flyback powers the heater circuit? if so i have followed where i should have voltage back from the neckboard to the fly and no voltage anywhere.
Faulty Flyback? if unlikely where to check next?

Set your meter for AC and put your leads on the two neck socket pins labeled H. Do you get anything?
 
mod thats the heater pins right? shouldnt that be like 5-7 vac?

Yeah, about 5 or so.

Okay, next put your black lead on ground and your red lead on pin 5 of P202 on the neckboard. You should be getting about 5vac. If so, check R213 on the neckboard, and check the neckboard for cracks. If not, then check pin 5 of P5 on the main chassis. If you have it there, but not on the neckboard, replace that cable. If you still don't have it, then you probably are in HV shutdown, despite what your are reading at R301.

I'm assuming you were reading the 117 on the side closest to the flyback? Pull one leg of D10 out and see if your monitor comes on. If so, then you have an HV shutdown issue, and we need to check elsewhere...
 
Update.. managed to get votage to neckboard, but it disapeared at R213??? R213 looked new but pulled it and tested it anyway. Gues what it was a 68 ohm instead of .68 ohm.
I am sure the more experienced would have seen the wrong value straight away but us fellas still learning.....
anyway now have neckglow and with the fly turned up i get retrace lines.
The bad news is it looks like the tube has had it, with no input its a blue screen. If i short the guns to ground i can get all green, all blue but no red. I also get blue with the blue transistor removed. I think this project will have a part 2.
