B+ is like 160ish volts.. I tried a different 30123, same result.. All the supportiing resistors check out.. Can bad caps cause it?

Yes. Replace the two caps next to the hv shutdown pot. ALso mark the pot, break it loose by turning back and fourth a few times then reset the pot to its original position.

ALso check the fuse holders to make sure they have good tension.

I assume the fuse has been tested ok?

look it over well for bad solder connections.
 
Leave the pot alone for now.

You can cap it fairly cheaply, so do so if it needs it. But you'll most likely find the cause is all solder and trace related....
 
I completely capped it , went ahead and put a fly on it & HOT.. Works fine now.. My guess is it was either one of the caps in the power supply side, or the flyback wasnt loading it properly. It had one of the old white knob flybacks.
