k7000 blowing hot with arc

I have been trying to fix a k7000 monitor. I have blown my second hot. this time it dies spectacularly with an arc that seemed to jump from the red flyback transformer wire near the crt tube directly too the crt tube. I just turned it on for only a second and the arc happened and took out the hot. I have good ground from the tube too the chassis to the neck board. I have no idea what could have caused this.
 
If when you say it arced from the HV lead near the tube, do you mean near where the
cap attaches to the tube? If so, you must made sure there is NO carbon on the glass by the cap.
Clean the area completely.
Verify the crt card is grounded as well as the braid on the black crt aquadag gaphite coating and it's making contact
Next verify the HV is not too high.
 
I really cleaned it good and the next time I started it I got no arc like the last time. I saw a quick reading on my meter that was hocked up to the regulated voltage and I saw what looked to be in the vicinity of 123 for a moment when the fuse and hot blew. I am thinking about a cap kit and flyback transformer at this moment to repair this problem. What do you suggest?
