k4900 Problems

Got a weird issue going on with a K4900. Not really sure where it came from or if it ever worked while I've owned it. Anyway, I haven't done anything to it but reflow a bunch with no change. The caps looked like they were replaced. In the first picture I can see the image behind all the raster and that's with the flyback turned all the way down. In the second picture the cap was recently taken out of C207 and another was replaced on the bottom but not both legs. Doesn't make sense. Guess I'll try to replace that and see what happens.

Found two more 4900s sitting around. One has the cap just like that on the bottom and the other has a different cap on the top. Looked like the leg was in the wrong hole. Corrected that and no change.
 
check for cracks on the neck board.

many chassis will do this if they are cracked.
