So, I picked up a Dynamo HS-5 that had been converted into a NBA Tournament Edition from a local KLOVer on Saturday. It appears that the native 25" monitor was replaced with a 19" K4600, and the ground post on the power cord had been snapped off.
When I picked it up, it was only displaying a reddish screen, and it would not boot up.
Upon further inspection, it appeared that the dip switches were set to stay on the test mode, and the ribbon cable to the sound board was only connected to one row of the pins, leaving the other pins exposed. I reset the dip switches and reconnected the the cable. It booted right up after that, with sound. It also coined up, so I felt good about that.
However, I cannot, for the life of me, get the monitor to sync. I have adjusted the pots, and the best I can do is slowing the screen scrolling (rolling).
Here is a video of the issue. I understand that the red is turned up too high in the video. That has been adjusted. The colors now look pretty good.

I have plans to install a cap kit and a new power cord, but I wanted to know if there are any other issues that I might look into. As I understand it, not having a good ground can be the cause of some screen scrolling issues. I also plan to clean all the connections for the monitor, in order to eliminate that as the root of the issue.
This is the first monitor I've ever worked on, so I'm pretty much a blank slate. Any suggestions or advice would be greatly appreciated!
