You need to remove one side of R360 and measure it again. As for your other questions - yes normal...

I removed R360 Completely and put the Ohmmeter up to it...36.5 Ohms, not 27. Is that finally my problem?!

Woot Woot, I've made a little progress: I replaced R360 and my image straightened out a bit, I can finally see pretty much the whole image. But now theres a few small concerns...
1. The entire left side is warped as seen in the photo.
2. The image is not centered vertically (horizontal centering knob didn't do anything, nor the H Hold)

Hey guys, just wanted to let you know my 4600 is fully working finally!!! All thanks to Wu. He sent me a replacement chassis and I replaced the H/V board and it worked first shot! Thanks again for everyone's help!
