K-7000 ic3 question

got some off readings on ic3 of a 25incher. pin 2 is 20v pin 4 is 21v pin 5 and 7 are 20v. would this be a simple repalcing of the chip or need I look elsewhere in the circuit for what causing these voltages?
 
oh sorry forgot to state the problem. this one is vertically collasped. pots are all good and already replaced ic2 and a full cap kit.
 
could be cold solder or a cracked trace around IC3.

re-flow your yoke pins and check the traces in that area as well.

then check to see if D13 is good or not.

D13 is got to be good if theres 20vs on pin 6 of ic3
odds are the ic is bad a la7831
 
tested D13 tested good in circuit. also looked at the solder and sisnt see anything out of the ordinary. did a continuty test on ic3 and pins 1 and 5 are shorted together. double checked with another k7000 and they were not so I am looking for an ic3 next.
