just finished working on a K-7000 19 inch that blows the fuse. this is the first time I seen this failure on this model. lets see if anyone gets the answer. hint not HOT or flyback but HOT is shorted in circuit.
 
I have seen this problem on both the 19" and 25" chassis. My question to you is when you were checking the HOT in circuit was the yoke connected? If not most likely suspect is C38. If it was connected there are a couple of components that can cause this problem and I have see them all cause this problem. They are in no particular order C38, D15, and D18. Also C69 on the 25" chassis.

One time I had a K7 where this resistor was bent and touching the aluminum side wall... it made a nice light show...

Base to emitter is going to have a short in circuit because of T2. So it has to be a short on the collector to emitter. Only three parts that I can think of that are on the B+ is the VR (would have to be shorted from pin 3 to pin 4), C104 on the neck board or C 57. However I would believe a cap kit was done to the chassis. However doesn't rule out that the replacement wasn't bad.
 
Shorted cap on neckboard.....really? Was is old or newer Chinesium?(lol)
