The pitch of the effect is consistent from step to step rather that the slight modulation in pitch each step should have.

It's a double board set up. Both volume pots are adjusted and working.

EDIT: The awesome folks over at neacf.com suggested that it might be a common symptom of the duel board set up.
 
That sounds like the old version of MAME (and the older multiboard)... there SHOULD be an audio variance in the run sound. I HAVE come across one other original DK PCB that exhibited this trait. I am not sure if it's a 2-board version or what... but it DID have the DK High Score kit installed... do you?
 
The HS kit would have no affect on the analog sound, probably one of the caps
in the walk analog sound circuit is bad, thats usually the main thing that goes
wrong in the analog sounds. If by double board he means double donkey kong
than that is just how the walk sound is on the Dkjr board (ie. DK walk it mapped
on to DKjr climb). If by double he means 2 boardset versus 4 boardset other
than the location of the parts I would not guess that there is any difference
in the walk analog sound circuit between the two layouts.

Yes it's a standard double (2 boardset) pcb. This is not a double DK, not a multi DK and has nothing added like the HS kit. 100% stock.
