I've had this Joust for a number of years and the sound worked well
when I originally got it. I don't know alot about arcade games and
therefore, I've never even opened the back of my Joust until now.

The sound doesn't work; at all. I pressed the diagnostic button and
no sound. I checked both sets of fuses and they are in good shape.

Using a multimeter, I checked the voltages per the manual (downloaded
from http://www.arcade-museum.com/manuals-videogames/J/Joust.pdf) and
I found that I'm getting -5V where the -12V should be... I
disconnected the power connector to the sound board and checked the
voltage at the main power supply; -5V there too. The +12V and +5V
power to the sound board is good.

I looked closely at the main power supply and see that only -5, +5,
and +12V are available. NOW, the sound has worked since I got it
(someone else installed the power supply before me); where else should
I look? Can the board work with -5V instead of -12V?

Hmmm...I don't know about the power issue you are describing but in the past when some people have lost sound like this it was determined to be the header pins used for the connector which attaches the sound board to the sound pot.

The solder goes "cold" after time and the solder should be reflowed. I'd pull the board and take a close look at the back of it where those pins are connected.

Do you have the original linear power supply or a switcher?

The original PS looks like this:

The sound card can work with -5V. The negative voltage is used to drive the amplifier chip and it works at -5V, it just won't get as loud as it would if it were driven by -12V.

The fact that you have -5V makes me thing you have switcher installed as very few switching power supplies include a -12V output.

New power supply

I have a NEW power supply installed (I did not install it; the new power supply was installed before I got it).
