Joust and Galaga problems

Galaga is completely functional. Had a bad connection at the harness for the player 1 start button. It is working great. I was going to order a joust power supply rebuild kit but found a power supply on eBay. Paid $5 plus $12 shipping. Hooked it up and now get a 1 3 1 error on the digital and the saw tooth screen. So I'm making some progress. What would be the next step?

Check the voltage coming from your "new" PS unit (those Williams PCBs are very affected by a non 100% PSU).

So my "working" power supply needed a rebuild lol. Now I need to figure out the Galaga issue. It has a switcher installed and was working and all of the sudden it reset and locked on

Rom FE

Does anyone know what this means?
I have 5.10 volts on the board.
