Joust 2, IC60 is a decoder prom

The schematic shows 6349, BUT... shows pins 15 and 16 to be /CE pins. I've verified that both pins 15 and 16 are in fact grounded.

The file shows that it is a 512 byte rom.

Comparing the 6309 to the 6349, the latter has pin 16 as A5. As found in the National Semi databook.

Am I to assume that 6349 is in fact the correct chip and they're just holding pin 16, A5, low and the decoder code takes that into consideration?
That would simply mean that the schematic just has the wrong symbol for the part.
Does anyone have any insight before I destroy the sticker label on the chip and just look?
Also, these don't seem like anything special and can be replace with something like an EEPROM with an adapter?
