Johnny Nero 24V PSU Hissing

My boss bought a Johnny Nero the other day and I've been working on it for about a week to try and get it up and running.

I've checked the power supplies and both look good, but I'm having an issue with the 24V one.

If I hook it into the gun's wiring, I get a hissing noise every couple seconds. I've watched the voltages on my meter and when it's not making the hiss, I'm at 24V, but when it does hiss, it drops down to close to 8V.

There's a PCB in between the guns and the power supply. If I unhook the gun's wiring from the connector on this PCB, it stops as well.

I'm am not experienced at all with gun games. I took one apart and it's a Happ Recoil gun.

Any help would be appreciated. I'm hoping if I can get the power supply figured out, I can get the game to actually load up instead of resetting with the hiss noise

what's the 24V for? I just dropped mine in a JAMMA cab that had the -5V wires cut (made some clever jumpers from the JAMMA fingers lol) and it worked.

to my knowledge it only needs +5, +12 and -5. unless there's some kind of recoil on yours? mine just uses Happ .45s
 
The hissing is mechanical. The sound is coming from inside the power supply. I'm just going to throw a new one in and see it that works.

I'm pretty sure the guns are the Recoil ones from Happ.
