Jamma monitor issue

1987 Jamma cabinet (embarrassing game), nice monitor from 2001. cleaned board and connectors. Everything works great except I need to try a few times to get the monitor to come up. I either have to mess with the voltage adjustment and/or flip the plunger switch on and off a few times. Game function is perfect, just a fuzzy monitor until I tinker with it.

Ideas?
 
Identify the monitor properly to us, explain what "voltage adjustment" means, have monitor properly rebuilt (or do it yourself), etc.

And you may want to move this to the monitor section for more detailed help...
 
Rough Rangers......

Voltage adjustment on the transformer on the bottom of the cabinet is what I have to adjust. If it's too high, it lights up then blacks out. If it's too low, it just gives a fuzzy picture. When it works, it looks great. It got a flyback buzz that's a bit louder than normal but other than that it seems OK.
