its this really worth what there asking for it?

doesn't have a back panel and the part that covers the monitor in the back is broken

First thing to do is inspect the edge connector( really check all connections) and check your voltage outputs. If you haven't already..get the manual for the game. The broken wood is an easy fix..so is making a rear door.
 
do i have any reason to think that this was not a home unit? all matching serial numbers match, only 42 and 49 on the coin counters. an i put one of those on them... sure i know it is set to free play. but..... any thoughts on this?

With a coin count that low, and all the manuals and documentation you have, it's a very safe bet that's HUO... Just remember, HUO does not mean perfect condition... it was probably dropped on it's back at one point during moving, causing the crack.

Very clean looking machine overall...
