It's a fuse..

That is an odd shade of blue for a Ms Pac. I just scored one near Orlando 2 weeks ago for a little less. Needs some cosmetics, but she works!
 
I believe there were many shades of blue in Ms. Pacs.
LOL, I've heard the bulb thing before.
 
What I find funny is the huge toolbox in the background but the guy doesn't have the skill to remove the back to replace the bad fuse. That's almost as bad as the old "I haven't plugged it in so it might work fine" BS.
 
The "bulb" thing might have come from people who have repaired their own newerish TVs. I don't know much about it but some sets (DLP's, I think) do have a lamp that can be replaced by the customer. Or at least this is what I have heard. It is concieveable that somebody fixed their set in this way and thought that would fix arcade monitors. Its also a common misconception that CRT arcade monitors are the same thing as CRT TVs. So, I can see why someone might think that there is a "bulb" that can be replaced.

However, for those of us that know better, it just sounds silly.

I'd say there should be a subforum specifically reserved for mocking people's ludicrous ads, but that's already 75% of these threads anyway.

I almost want to start a Tumblr about the machines people put up.
