Is this what an out-gassed display looks like?

I seem to have ruled out everything else, but had trouble finding pictures of out-gassed displays on line.

It's completely dead. Already swapped controller chips around. The top display works fine.

If yours is faint, I would just suspect some power issues.
 
The speckled appearance does give a clue it has lost its vacuum seal, and is done for.

I agree in concept but I've seen displays that looked totally trashed and worked perfectly and displays that looked perfect but didn't work.

The only way to know for sure is test with a good glass.

Pinrepair talks about this:

Check the displays and if there are little bright speckles like tiny diamonds when the game is on, this usually means the display is outgassed. Also there is a little are below the visible section on the display with two tiny wires. If some white dust is seen, that's also a good indicator of an outgassed display.

On my display, the speckles are there whether the display is on OR off. I have not looked for these "two tiny wires" yet.

It looks like too me that those Displays where glued too the board? Did these ever work for you?

The top one works, with segments a and b not working. The bottom one is completely dead. I'll post some pics with it on, but I don't think the bottom display changes at all when it's on.
