Is this common on a Ms pac board?

These two components (D8 AND D7) have burn stains on them on the top and bottom of my board. Are they supposed to be this way?

Is it working? Those look OK (though I would touch up the solder joints), they typically get hot when the edge connector or fuse blocks go bad, which the pac games are prone to do. If its working check the edge connector and if it feels hot, you have a poor connection.
 
It looks like cold solder on at least one of them. Add some new solder and then remove all the solder and reflow those two joints.

Adding new solder helps remove the old stuff, I'd do both sides of those while I was at it.

I think the burn spots you're noticing are due to higher resistance from a poor solder connection, notice how the solder tail is sunken in from the solder fillet around it? That part has moved after it was originally soldered, resulting in a poor connection.
 
joints were reflowed. Now it is possible that I need new roms as I have garbage on my screen. Its definately a PCB issue as it runs Pac + perfectly fine.
