Is there a way to test if this PCB works?

My friend gave me this and after a little bit of research it appears to be from a Bally Capt. Fantastic and The Brown Dirt Cowboy pinball machine. Is it worth anything? IS there a way for me to easily tell what the status of it is without needing a full machine? Is it repairable if it doesn't work? I'm not really a pinball guy, so I have no idea what to even do with it.

The home version pinball machines aren't worth much but parts can be hard to find. I wouldn't even waste your time with testing it, just sell it cheap to someone and Im sure they'd be happy to get a board for their machine.
 
easy test without a machine.... no

otherwise, you will need to use your meter and measure all the parts, mostly the diodes and the transistors as they are many of the most common fail parts.

anything that cannot be tested without a meter will need power and some way to drive it.

What is "cheap" in this world? $10? $50 $200? I really have no idea how the pinball world works, and I'm only just now learning about JAMMA PCB prices >.<

You'd be hard-pressed to get $500 for a complete working Bally home edition pinball. The home edition pinballs are like the red-headed step children of the hobby. If it were me I'd post it at $50 shipped obo on Ebay and Pinside, see if I got any bites

Sadly, I must agree with VidyaGamez. When I see one, I walk away. They aren't nearly as good as some of the EM pinball machines.

That board probably got yanked because either they lost the socket to the missing lamp, or the missing lamp and socket wasn't working and they couldn't figure it out.

Then the game either found a replacement board or got trashed.

Post it on eBay for $50 BIN, MMAO and see what you get. It may fly off the sale, it may not.
