Is there a program for hacking roms?

I remember a few years back the there was a utility floating around that let you hack the graphics roms in a bunch of popular games, like Pacman, Frogger, etc, leaving them afterwards able to still be run by MAME.

Is there still such a program around? And if there is can I use it to modify MAME roms and then burn them into usable eproms for actual PCBs? I just think it would be cool to do my own custom game.
 
Got me excited there for a moment. There's a game I'd like to modify graphics for, but not in the list of games unfortunately.
 

There's also one called AGE (Arcade Games Editor)
and a PacMan name editor PACNAME5 - PACMAN/MSPACMAN ghost names editor v.5.0

I hadn't played with any of that in a long time though, so don't really remember much about either.
Did a PacMan one up with all my kids names, just happen to have four. :)
And one of the fellas did one up for our local coin-op forum. (monitor wasn't rotated for that screenshot)
