Is it too late?

Perhaps @ATARI1978 might have knowledge of this?
I don't know 100% for sure. But my guess would be it's nothing more than, or was back in the day, a simple 8-1/2 x 11 inch countertop paper board display stand (probably with a simple bend out stand on back) and simply had a pad of peel off order forms for arcade players to send in to get the Atari club / Atariage magazine newsletter. The Half Moon Bay, California address to order more of these makes me think I'm right. Because as I recall, back in the day some 45 years ago, that's where I sent my application to get the AtariAge magazine and be part of the Atari club.. :)

It would be a cool item to get to have in one's collection if any of these still exist that didn't go directly in the trashcan a long time ago. I do have a Vectrex countertop easel, one that would be similar, but it's just simply an advertising display for the Vectrex game system.
