I'm going to ask this question... now don't laugh 
I've rebuilt plenty of monitors... maybe its me... but here goes...
Can it be characterized as to what a monitor which "needs a cap kit" looks like...
Colors faded? Wavy Lines? Noisy Picture?
Every single monitor (at least ones that were already functional) that I've rebuilt, cap kits never really did anything... So I'm guessing they have probably been rebuilt before? ...even though some of them clearly were not.
Just a discussion, because personally I think "needs a cap kit" gets thrown around way to often by folks that don't know what they are talking about. I mean I can certainly see when the caps are old and crusty that is an obvious service that should be done.
