Ok I was getting rid of a Megatouch and this part looked like someone could use it.
What exactly is it?

I know it looks alot like the ones you see in fullsize arcade machines, is this interchangeable with those?

I still dont know what the lower power board *the ones with the big blue capacitors* do, vs these things. I was hoping I could get edumacated by someone here....

Standard Peter Chou switching power supply. It'll work with pretty much anything, but these were the sandard power supply from the later generation (Jamma era).

So what's the name of the board that sits on the bottom of a cabinet with the big blue in it? And what does each of those 2 parts do?

That is a power brick.

Basically the power brick in an Atari cab takes the 120 AC wall current and turns it into various other AC voltages (thru the transformer) and then sends it to the power supply board (like an ARII for example) to be converted to DC voltage before it is sent to the game PCB. It does other things, too, like provides isolation for the monitor, etc.

The switching power supply basically does the same thing as both the power brick and power supply together - takes in 120AC and converts it to various DC outputs. However, it does NOT provide isolation for a monitor...
