I don't know what it is, but with Omron switches, it's probably Japanese. It's similar to a Nintendo joystick in some ways (the sheet metal base, the Omron switches, and those cadmium-plated machine screws), but it appears to be self-centered with a rubber grommet rather than a spring. It's like if a Wico and a Nintendo joystick got together; this is their love child.
 
Might be made by "SANWA" (and referred to as "universal"). :) Metal plate has similar style. Might have sanwa imprinted on the metal somewhere too ...
 
I've seen these referred to as 'Universal joysticks', though I've never understood if that means for Universal brand cabs, or just generically universal.

I have a box of these, and have wondered what they were used on.

My guess is that "universal" refers to its 10 mounting holes. It was most likely made somewhere in Asia; that's where that wide/narrow type of base was/is common. Also, Omron switches.

It appears to be well-made. It would probably be a nice joystick with a new grommet.
 
I believe that is an Asahi joystick. Not sure of the model but Asahi I believe is who made The joysticks Nintendo used. The Sanwa JL-B is a joystick that looks almost exactly like the joystick Nintendo used as well.

The same Asahi (Asahi Seiko) that made the Nintendo coin doors/mechanisms?

Interesting about the Sanwa JL-B. I'd never heard of those before, but I looked it up and it is indeed very close to a Nintendo joystick.

Yes the same. They at least made the above and I thought they did Nintendos as well.
