Looks a lot like an Exidy circus pcb. Just sold one untested a while back for over $100 on epay.

it does look like the circus pcb but i just went thru the manual and there were no assy#'s or anything listed in it...how is anyone supposed to identify these things?
 
I might have a high resolution picture of my pcb at home, I'll see if I can see any numbers on it.

I'm not exactly sure if yours is a circus. I can see in the top board, Circus has a voltage regulator (7815) next to the large cap and resistor. Your board only has a second resistor. I'm not saying it's not a circus board, just pointing out the difference. Also, mine has a resistor and a ceramic cap soldered directly to the pins of chip E3. Here's a partial pic of my circus board. It has assy 77-3005 on the bottom board and on the top board it says Exidy cir-1, PCB 77-3060, Assy 77-3065. Maybe just a different revision? Hope it helps more than hinders. Let the debate continue.

my bottom board is a 77-3005 and the top says rba-2 and pcb77-3020 and assy 77-3025

i think the rba is a clue since yours says cir-1
