To me it looks like a Midway cabinet with a newer coin door.

I'm going to guess it is rally-x. The side slopes on the from at like rally-x / Pac-man than rally-x was horizontal.

It could be, but the coin door is different, must have been replaced, for that matter it isn't hard to rotate a monitor, so it could be a galaga too.

The slopes on the side look like pac-man / galaxian / rally-x and not ms. pac or Galaga.

Edit: the coin door was probably replaced as it doesn't reall match any of these games.

Im pretty sure it was a pacman. The control panel is a wooden cob-jobbish replacement. I was going to buy both of his cabs last year from a guy in queensbury. He had this tetris, operation wolf, and a rough riders dynamo. I know they were the same because the operation wolf need a cap kit, the red has a cold solder. He was going to give me all three for 325. I ended up not making the deal beacuse of all the issues/headaches. Looks like this guy is trying to make some money on the cabinets.

Yeah.. It isn't actually straight on for the sides. You can tell that the side is still transitioning when it hits the marquee. Zoom in and look at the right side. The ms. Pac / Galaga transition lower and are vertical when they hit the marquee. This one looks pretty clearly to not be vertical.
