Well... The saga ends. The machine is now completely working again..
It seems the power supply had varying voltages. It would put out 5.5 volts at the power supply and then below 5 at the steering pot and other places where it should be showing a larger voltage. I turned up the voltage on the power supply a while back to see if it had low voltages (testing only). When I did that I guess I smoked a fuse below the transformer. It had a 2 amp where is should have had a 5 amp.
* I would like to say thanks to cadillacman and DanoND for explaining things to me and for helping me with the voltages and going over the fuses.
* I would like to say thanks to all of the great people that have documented their various issues. Without your contributions I would have been lost.
* I would like to say thanks to Jed for pointing me to the schematics on his website. They very much helped track it down.

* I would also like to thank DanoND for keeping me calm so I didn't destroy the machine. I have a temper when it comes to stuff outside of my experience level and get very frustrated when I cannot figure something out.
At the end of the day I am glad this happened to the machine because I took a big step reading and watching various videos on youtube to learn more about properly using a multimeter, various transistors, capacitors, potentiometers etc. etc. I would say I have learned a lot and feel a little bit better knowing the next time I have an issue I am a little more prepared when diagnosing the issue.
Here was one of my favorite youtube channels I watched while on my journey to fix me game. It helped explain a lot of basic things I really did not know about electronics and the guy is funny as can be. I actually watched every video in order and started watching them again..

In case anyone is wondering... The game is no longer for sale.
Stay cool guys!
