Hydro Thunder star up issues (sometimes have to reset to make start)

So, I have had a very nice Hydro Thunder for years now, and I love it. Awesome game. Plays great.

However, I have had this issue for about as long as I can remember with it at start up. Sometimes, when I start it, it just doesn't want to go. It beeps six times, over and over... never starting. I can turn it off, then on again, and a lot of times it kicks in. It is TOTALLY RANDOM. Sometimes it will start on the first try for many tries in a row. Sometimes, it just can't until I try once or twice. Random as hell. Anyone know what this may be? It's done this from the first day I've owned it. Not a HUGE deal, but annoying for sure.
 
I'd try a different power supply maybe. I don't recall what type it uses, but if it's an ATX-style, then you may need to do the green-black jumper....
 
I know that they are considered a computer inside, but it doesn't really look like one (at least on the upright I worked on a while back), so that might not be relevant...

It's a full PC with a Pentium III, video card, hard drive, the works, so it's pretty relevant. :)

A lot of the issues I've seen with these have been related to the video card. You could try pulling it, cleaning the edge connector with a Pink Pearl eraser and reseating it.

While you're at it, do the same to the RAM. And, as suggested, check the power supply voltages. As we all know, crappy power = crappy working game.

Check for puffed caps on board. also clean edges on ram stick.
