What's a fair value on one of these? Is it possible to get artwork remade for this? How would someone go about buffing the dome?

The company that makes these is still in business. Should be able to get artwork from the source. http://www.icegame.com/

Value seems to be all over. Seen a few go at $200 in the past year, seen a couple listed at 4-5x that. My understanding from other threads is they go through parts like crazy. No idea on the dome though.
 
assuming that the domes are Lexan like Cyclone's, using the Novus products polishes them up very nice. If you can catch the scratches with your fingernail, you can sand them out with sandpaper starting with 600 grit and moving up to 2000 in steps. You can also use a propane torch to flame polish them out but it is risky and you can't fix the damage.
 
This thing looks fun as hell, LOL. You need a lot of floorspace though it looks like not only to accommodate the machine but all 4 players as well.

Novus plastic polish and a car buffer attachment
really depends on how bad scratches are.
Novus can remove light scratches but if they are deep,
depending on the material, I have herd of heating with tourch and melting scratches
out but I don't think I couud do such a thing and make it any better.
To buy a new dome if available from Ice, it would be close to $1000
