How to tell the type of paint currently covering a cab?

I have a Taito cab that I would like to paint with Rustoleum satin black. Currently there is a high gloss black on it. How can I tell if it's latex or oil? I shouldn't use the oil-based Rustoleum over it if it's latex, right?

What about the current paint being high gloss? Any issues with covering that with a low gloss like the satin black? Primer first? Thanks for the help.
 
try citrus-strip (or whatever it is actually called) and see if the original art can be saved, if not, then use the sander. it would be a shame to find out after you start sanding that you are sanding off some nice zookeeper side art.

you can tell what kind it is by checking the the adhesion of the paint. If it is brittle, flakes off or cracks it is oil based (alkyd/solvent based). If it peels and has any bit of flexibility then it is latex. correct, if it is a latex on there now, the oil base "could" possibly break down the latex paint. I would definitely use the same type of paint already on there.
 
Strip the paint. You have no idea if the previous person did the job correctly. Check to see if there is some good artwork, if not strip it down, prime and repaint.
