I'm no pro and I have not seen every Data East machine by a long shot, but I've owned four within the last year and I currently have three. I've never seen a setting for time and date on any of them. Basically, all DE games use the same CPU and they are for the most part interchangeable (with a few jumper modifications), and as far as I know the CPU does not have time and date feature. I've never owned a R&B, but I currently own Star Wars and Jurassic Park, which are the machines produced right before R&B and right after R&B. There is no time and date setting on either of these machines. If R&B has time and date, it is an anomaly for sure.
Bally/Williams have time and date. I don't know when that feature was added, but my AFM has it (WPC 95).
Edit: Just downloaded the manual and looked at it. I don't see time and date. The manual looks just like my SW and JP, same adjustments and audit options.
