how to remove the top of a joystick on a Ms. Pacman

Getting ready to install a new control panel overlay and I forgot how to get the end off of the joystick so I can remove it from the panel.
 
Just to be clear, the ball does not come off the shaft. When you remove the C-clip the entire shaft/ball assembly will come out. If it doesnt come out easily it means the shaft has rusted to the grommet.
 
It sucks when these get rusted and fused. I use a large bolt cutter at work to chop the shafts off when these are all rusted.

I never thought of doing it that way. I always used a dremel or a
hacksaw.

No! You cut the grommet then use penetrating fluid and vice grips to twist the collar off the shaft. Thats worst case if its really rusted. Usually you can twist while pulling and they will come apart. If the grommet is already shot just cut it so its easier to get to.
