Mineral spirits would probably do the job (the petroleum distillates in the mineral spirits would be capable of dissolving the organic molecules in the Citristrip). I have used paper towel followed by a simple spray cleaner (like 409) with success in the past.
Ultimately you aren't really trying to 'neutralize' the Citristrip but rather remove it. If you are looking the absolute preferred way, the company that makes Citristrip also makes a companion Citristrip Wash specifically formulated to remove Citristrip. Oddly, I don't always see it on sale where Citristrip is being sold.
Citristrip has some pretty harsh chemicals in it, despite some misleading information online that it is totally made from oranges, etc. I recommend some heavy rubber gloves when cleaning up the sludge it leaves behind.
The mineral spirits worked great and cleaned it all right up. Soap and water would not be a good idea on this beast. Thanks for your posts they helped.
