how to clean an outrun board

My outrun has graphics that go all wonky during races and then sudden resets. The board was working fine which leads me to believe its just a dirty board. How should I go about cleaning this thing? Last time I tried cleaning a board I took out the roms and cleaned the legs, but then I couldn't get it to work again...
 
That sounds like poor contacts to me and that may be dirt but more likely it is worn out sockets or cold solder joints. If your goal is to 'bullet proof' the board you should remove all socketed chips, remove the sockets, thoroughly clean the board, install new sockets, and finally reinstall all removed chips. If there are any batteries on the board they should be removed as well.

Also, I don't think Outrun has suicide tendencies, but if it does removing all of the chips and battery as I suggested above will result in killing the board unless you Phoenix it.
 
Most likely is bad contacts between the boards, disconnect them fully, then reconnect them, repeat a couple of times!
