How long should I wait before I contact paypal for a shipment

I bought a UV eraser from someone in China. I paid for it on 08/16/2012. The same day I also bought some Eproms from someone also in China. Well the Eproms showed up a week or so ago. I was able to track them and everything went great. However the UV eraser was not allowing me to track it. It kept saying they had nothing with that shipping number. I contacted the seller and they informed me that their tracking number system sustained a virus and they gave me a different tracking number. I was able to track the package now, however it is not changing what it says.

It says that is was processed through a sort facility on 08/22/2012 and that the origin post is now preparing shipment. It has not changed at all. The eraser was to ship with economy shipping, however I paid for the $2.99 shiping. Nothing seems to be changing. The seller says I should receive it soon.

I am just wondering, how long should I wait before I take action, and by taking action what should I do? I have been buying on Ebay for 7 years now and never once had to leave negative feedback or file a claim. This seller has 100% positive feedback and is responding to my messages so it's not like they blew me off. Not sure what to do from here.
 
Hard to say, I have received shipments from china in 2 weeks.... and 2 months

Open up a case!

Your time is limited and I think (check to be certain) that you only have 30 days. Even if you open a case you can usually work it out with the seller. Don't blind side the seller either, let the seller know that you are opening a case and will continue to work with them but you need to protect yourself. Even if you open a case doesn't mean a bad feedback and by no means leave any feedback untill you recieve the item or work out a + solution. Many times it is the customs that hold up the item and seller has NO control over that. I would say about the 13th or so I would start a case/claim. This is probaly held up in customs and with 9/11 comming up they can hold stuff for several days or weeks. I have done this in the past and it does work. There was a honest mistake in one case and the other the guy was a fraud and is no longer a valid member of e-pay.
 
Just to update you, the day after I started this thread, the tracking info changed to show it now being in the US. Just yesterday it arrived at my house. So everything worked out good. Thats why I hate ordering from overseas though.
 
Hold off on any disputes. It says that for a long time but it will get there.
