How about another Tempest problem!

I have a tempest that has issues. Here's the scoop. Turn machine on and spot killer is on but i can see blips of the game. Put it in test mode and it does not seem correct (see pic). I have tried this in another cabinet and doesn't work. I would send this out but there is no one else that I found with a good/any rep out there besides the person who is on here. (Most have referred back to one person no longer taking work at this time). So I figured I'll take a stab at it myself. Any ideas as to what might be the problem? Figured I'd ask before jumping in with both feet. Thanks in advance.

Nothing. All buttons except fire activate on test screen. Will have to see about wiring on button.
edit: wiring to button is fine.

Any idea why the test screen would look the way it does? Monitor was rebuilt lately and never used since. Could this be a cap issue?
 
Reflow the solder on the pins of the two headers where the inter-board connector attaches. I attach a binder clip to five or six pins to steady them, then suck out the old solder, add some new, suck it out and then finish with new. Repeat for the other pins then move the clip until you're done. Also clean the legs of all the EPROMs and other socketed chips. The re-test.
 
I was wondering if it could be the pcb caps.

I guess it's possible, but it seems unlikely. That error code it's throwing isn't in the manual at all, which makes me think there's something wrong with the main PCB logic.

I reflowed header pins. Decided to try it before pulling eproms. Test screen same but fire button makes sound now. Switched test switch and now plays blind. Spot killer is on. Voltages are good. Getting closer.
***Just found out that fuse F101 blows on power up.
