House of the Dead 4 Freezes and won't load the game anymore

Hi.

My House of the Dead 4 was powered for several hours until the screen freezes and when I turn it off and on again, the game starts loading at 100% and after that the screen turns off and nothing happens.
Any ideas what is broken?

I'd verify your PS is good before chasing any rabbit holes.
 
PSU is a problem in all Lindberghs. Get a good 600w ATX PSU and plug it into 24p power in header on Lindbergh. Pull the smaller 20p connector so its no longer getting power from old unit. Power up ATX and Game and see if it runs OK. If not, and you were running original PSU, could be a dead card or mother board from bad PSU.
There is a small possibility CMOS battery went too low and corrupted CMOS killing boot sequence. Make sure its over 3.0vdc. Sometimes when this happens it requires a hard start from the small header on mobo just behind security pcb header.

I just recapping old power supply and it didn't help anything.

Is it normal for the green led to flash on the PCI card?

Is there any software for the CF card and HDD that I could download and reinstalled on a new card and hard drive?

Green flashy LED on internal I/O card means its sort of running. I don't think you need to do anything HDD currently. This will not stop it from running or kill mobo without leaving an error message.
As for power, I do sell an ATX adapter. See attached pic. I highly recommend it. Then get the video card checked out. These old PSUs are notorious for popping video cards as well as mobos.

As for starting a dead mobo, the header is just behind Security IC little pcb left bottom corner of front if case just on left side of mobo. It says DC Switch on pcb pins 7-8.

Make sure you take care of power issue or you will take out the replacement video card. Note when Sega used to sell video cards for these, there was no warranty on new cards unless PSU was also replaced with it. I have seen customers pop brand new cards as soon as they powered up units.

I am attempting this step though I'm sure it is much more than just my PSU. You say to pull the smaller 20p connector and I am unable to find a 20p, only an 18p. Are you referring to the the middle sized of the three connectors that come from the Nipron PSU or another one I am too blind to see? Will probably end up sending you my Lindbergh for fixing and keep searching for a replacement. I'd chase the problem through the GPU, chip, and MB if I had time but I need this game back up asap.
