I have the same monitor with the same chirping symptom that I am currently working on. I replaced the flyback and every electrolytic cap first. My flyback had been "repaired" and had a buttload of silicone globbed all over it. The caps were more preventative but I was hoping that they would solve the problem too. Neither did. From what I have "learned" through hours of searching and reading is that there is probably a short in one of the diodes or poly caps in the vicinity of the HOT. I have written down to check D134 and D135 and C172, C174 and C175. Have you checked the power coming from TP6,7,8,9? I just got my replacement parts in Friday but didn't have time to get to it this weekend. I will let you know what it turned out to be on mine if I get it going.
