Horizontal lines with and without video input.

Monitor was working fine and now it has like horizontal lines running through it. See pic.
Ordered and installed a complete (electrolytic) cap kit and I still have the same problem. The same lines are also visible with no video input. This is the main problem I would like to get figured out.

I do have a few new minor problems after doing the cap kit. The picture now jumps around a bit with a video signal and I don't have enough adjustment vertically to see the entire top of the screen. I have to max out the pots for the vertical size and position by making it as small as possible and bring it down as much as possible, just to see the scores at the top.

Now for the fun part, its a Makvision by Wei-Ya. Model number: M3129DB1-72
Monitor is in good condition, no obvious burned up or overheated components and no visible cold solder joints. Not that I want to but if I have to I will reheat all the solder joints if need be.

I also added one of those round anode wire standoffs to keep it away from the tube and yoke.

Any ideas of things to check or solutions to my problems?
