Horizontal Line Across Monitor

So I know its not an arcade monitor but I am building a mame cabinet, and I got a Sanyo TV to use. The people I bought the TV from (for $20 :)) said that some times the picture goes bad and you have to wiggle the cable. I figure no prob its something mechanically loose. I see the TV working fine, so I think all is great. So anyway I power up the TV today and there is nothing but a line across the screen. It only has coax input so I hook up a source and nothing changes. However I can't turn to channel 3 to ensure the input is "seen." However I can tell that the characters on the screen are changing when I change channels and volume. Anyway I take the case off and see a small widget shown below. It is pretty clear that it was soldered and has broken loose. I plug it in all the way to make sure it is making contact, no luck. So I'm hoping that one of you smart people will recognize this as a common problem. I have a a decent multi meter, but unfortunately I don't have access to a scope at home.

check for cracked solder where the yoke plugs onto the chassis and also check for kraopoy solder connections at all the heat sink mountes transistors and ics..
 
You sir are awesome. I poked at all the heat sinks and one of them seemed to fix it. It had a transistor (I think) with 7 pins. They didn't seem to be any cracked joints but I resoldered them any way and it seemed to do the trick. So thanks for the help, That was awesome. Now I just need to figure out how to make this thing work decently with mame and hyper spin. I've got it hooked up and working from video card-svideo to home made composite adapter to rf modulator and after all that adapting it looks like crap. Surprise surprise, I don't think its a monitor issue though, most likely the signal chain of course.
 
Ironic.... just recently we picked up a 32" Sanyo.... same problem, same fix.
Couple solder joints on the vertical IC and all has been golden since.

with most of those mid 90s tvs, its always the frickin ics that get kraqppy solder..

ive prolly fixed 7 out of 10 junk tvs just by fixnign solder...
