Can I find one at Radio Shack? I need to adjust a HWC, but was told to use a special tool to do it?

Yes... they usually have two tool sets... a smaller 3 or 4 tool set and a larger 6 or 7 tool set from my recollection. You want the one that has the longer plastic tool with a hexagon looking head.
 
I picked up a set at Radioshack. They were on clearance for $1.00.

Never used them, but I got 'em. :)
 
I just used a small flathead screwdriver with a plastic handle.....
 
I just looked at the Sanyo chassis again. How the hell are you supposed to adjust that without getting hit by the neckboard, neck, or tube?
 
I picked up a set from Radio Shack 10-15 years ago and I still use them to this day. The only thing I broke on them was the plastic flathead blade. I ended up buying another set from somewhere(possibly Bob Roberts) and it came with all plastic handles but the flathead blade was metal.

I wouldn't use anything metal to adjust the width coil...

no, use a long tool or the extension that comes with the tool kit. DO NOT USE METAL TOOLS SUCH AS A SCREWDIVER, these will inductively heat up and will melt any plastic handles or seize themselves in place due to thermal expansion

Go to your local auto parts store and buy yourself a foot of 1/8" (Take the HWC alignment tool with you to get the right size) windshield wiper hose. Push the hose down over the HWC alignment tool until it engages the ribs. Cut off the excess, and you have just made a safe extension for your HWC alignment tool.
 
Yeah, whatever you don't use an Allen wrench and especially while it's on.
I learned my lesson a long time ago. I was in a hurry and couldn't find my WC adjuster.
Put an Allen wrench in there and figured I'd just be quick. WRONG! That thing burnt the shit outta my hand. I had an "L" shaped burn on my fingers for a while after that. That coil induces heat into anything metal inserted in there pretty damn quick. Luckily I didn't fry anything or myself. I do it with it off now just mark the pic turn it off, make adjustment. Check it and repeat as necessary.

I used a piece of thick heat shrink tubing. Push the flat blade end into the tubing and shrink it down to lock it in.

Otherwise some set come with a hollow tube with ridges inside. Just slide the flat end into this and if you need even more length slide another tool in from the other side.
