I'll post a video in a few mins, but theres high voltage leaking from all around the anode cup. Nothing huge but its hissing and I'd prefer my test rig NOT to kill me. The monitor also gets dull then bright then dull then bright etc after being on a min or so, could the leakage be the cause?

Cleaned with alcohol, no longer leaks, still hisses/buzzes a bit. Thanks guys.

Not sure about the brightness flickering in and out, but I know it is possible for the anode to leak voltage to the outside of the tube. Maybe discharge everything, try cleaning it (if there's a lot of aquadag building up/black crud under there) and try again?

Where the suction cup goes on, you should see the outline of where the cup used to be on the tube - that part should be clean and shiny. The bottom of the cup should be clean as well.

Edit: I should say, be careful when you handle that tube. If you do have voltage leaking to the outside of the tube, that could give you a nice jolt if you touch the aquadag. It has been known to happen.

I cleaned it already with q-tips but only wiped away dirt, I didn't use anything like alcohol as I wasn't sure if it was O.K.

Yeah, you can use some alcohol. If you're worried about it, just go over it afterward with a dry one. Also, double check that the clips under the suction cup aren't bent or wonky. If one side isn't attached and lifted a little, it could cause that hiss.

Arcing from around the suction cup is usually caused by moisture and/or dirt around or under the cup.

Clean and dry thoroughly with a rag and 99% isopropyl rubbing alcohol.

And be sure to NOT store the monitor in damp/moist environments like unheated garages, sheds, or basements.

You can also rub a thin layer of silicone grease around the edge of the cup before snapping it in place.
If it's been leaking a while sometimes the glass will be scored with track marks.... you can use insulator varnish to help fix that issue.
