I have a couple high impact pcbs that I would like to get converted to smashtv. I am wondering if it's a straight rom swap or there is other factors to make the conversion happen?

Who said anything about money? I have smashtv cabinets, I have some high impact board that I'll never use so what's the problem?
I need a smashTV cab...

It would need to be rejumpered which is fairly easy. There's at least 1 here on the forum that does this and resells.
Not just a ROM swap. You need to swap basically every socketed chip, including security chips, from a donor smash TV, and change some jumpers.
