help with Drag Race tachometer

Hey guys,
I'm hoping someone here may be able to help me with my Drag Race that I've been restoring. I've got it completely working except for the RPM gauges and I'm at a loss on what to do about them. Neither of them worked at all so I've taken one of them apart and inside I found what seems to me to be a voltmeter (see pic). I tried hooking up a real tachometer to the PCB because it does send out pulses based on how fast the car is moving but that didn't seem to work and now I really have no idea where to go from here. So what do you think is my only option to try and locate 2 working gauges or is there some other thing I could try. It is playable right now because I can tell when to shift by the sound of the engine but I'd love to have it working 100%.

When you adjust T1 & T2 in test do the Tach's move at all?

The tach that you have out and pictured. Does the dial move if you apply +5vdc to the red wire and ground to the black wire?

Applying +5vdc to the red wire should make the dial peg to the other side from where it is currently at.
 
Unfortunately the tach does not seem to move at all. Turning T1 & T2 doesn't have any effect and applying voltage (0v-5v) doesn't seem to move the needle either. I think I may be out of luck with these but I wanted to see if someone had some magic answer.
