Help with 2 Ms Pacman Machines

I have 2 Ms Pacman Machines. The first will not turn on at all and the second turns on but has a jumbled screen.

I've attached a couple of pictures of the inside of the cab as well.

1st thing to replace are the fuse holders there in the bottom and go from there

new fuse holders and new fuses and go from there
 
A bad fuse holder isn't going to cause the jumbled screen issue the OP sees, although it's a good idea to replace it anyway.

Make sure the edge connector is securely plugged into the game pcb, and make sure the CPU is firmly seated in the socket.
